The Report Writer's Handbook is what it says on the cover.
It comes in two parts:
the first part suggests how you can plan and structure your report so the bright light of your intelligence shines through every sentence, paragraph and section;
the second part provides a quick refresher course in grammar (a generally neglected subject today) and a great deal of advice on how to avoid various linguistic and grammatical solecisms when writing business reports.
